We have continued to attempt to engage the business in dialogue to reach an acceptable Agreement to cover all of the issues emanating from the 56mph speed restrictions, due to be implemented in January 2008, and have also formally confirmed that we fully support the position expressed by Bob in relation to the proposed delivery changes.
We believe the business is acting in a dishonourable & irrational manner by proposing unnecessary changes to the Transport Network under the guise of the legislation in respect of the 56mph speed restrictions. We have made it clear that we are still available to sit down and negotiate a Deployment Agreement to facilitate the changes that are required for the new legislation but will not accept Executive Action being taken on issues that relate to the flawed business strategy.
The fact that changes have already been made to the timetable of the Air Network Operation from August 2007 without any prior consultation with ourselves demonstrates that the business is paying no more than lip service to the representations that we have made to date on this issue. The latest letter received, last week, indicates that the business will force through the changes by Executive Action if we have not concluded our joint negotiations at National Level.
In view of the position the business have adopted all CWU representatives are instructed not to co-operate and if they are approached by Local Management to use the full terms of the IR Framework. Should Management indicate that they will introduce changes without agreement by Executive Action they should notify CWU Headquarters via their Branch Secretary to request an Industrial Action Ballot.
